I'd say the guy who masterminded Cash's journey through Carther City in Manhunt. I can't think of his name offhand. He's evil and sleazy in that 'Dick Cheney' sort of way, as he doesn't get his hands dirty, but is the cause of hundreds of people's deaths through the manipulation of others.
Killing him with the chainsaw at the end is very satisfying.
